Some metro apps don't start and I get a ...failed to resolve the package URI... (full error below)

I get this behavior for Tweetarama, News, Weather (at least).
Stock DOES work.This is a clean install.
The app appears to start, I see it on the screen.
However nothing is displayed and I can't access Settings.This only happens on the HP TX2. Everything runs fine on the Asus EP121 I'm also working with.

Hi Don,
Have you tried Refresh your PC yet? Refresh your PC will reinstall Windows but keep your personal data. Any 3rd party software will need to be reinstalled.
If you able to access Control Panel in Metro screen, follow this instructions.
- In Metro screen, click on Control Panel.
- Click on General.
- Scroll down and click on Get Started below Refresh your PC without affecting your files.
- Follow on screen guide.
If you can't access the Control Panel, follow these instructions instead.
- Pressing F8 at boot takes you straight into the menu
- Click on Troubleshoot
- Click on Refresh your PC
- Follow on screen guide.
