  • Hi serj75,

    Welcome to MSDN forum.

To analysis your problem well, could you share some screenshots in here? To find the detail error message of this installation, I need your help to collect the installation log. Please use http://aka.ms/vscollect to gather the installation logs. After using it, you will find vslogs.zip under %temp% folder. Please upload the file to https://onedrive.live.com/ and share the link here.

Firstly, please check the system requirements for .NET Framework 3.5 installation:http://msdn.microsoft.com/en-us/library/bb882520.aspx.

What's your OS version? If your OS is windows 7 or higher than windows 7, you can also go to control Panel - Programs and Features - Turn Windows features on or off - Verify that the box of the Microsoft .NET Framework 3.5 is checked or not, if not, please check it to install.

    >>2-d package will try to download third dn 3.5 package

You could download the web installer of the Microsoft .NET Framework 3.5 from the link: https://www.microsoft.com/en-US/download/details.aspx?id=21

Or the offline installer of the .NET Framework 3.5:

Meanwhile, you can also perform a clean boot: https://support.microsoft.com/en-us/kb/929135, make sure windows update is up-to-date, clean up your %temp% folder and temporarily disable any anti-virus software on your computer, then run the above web/offline installer of the .NET Framework 3.5 as administrator.

    Best regards,
