Missing windows installer service

Question

I upgraded from windows 7 pro to windows 10. However I did not know that my Dell Vostro 200 had a compatibility problem. I had to go back to my Windows 7 but no longer had my disk to reinstall. I used a service to first validate my original windows 7. It was remotely installed but when I try to install programs I receive a message that install failed because the program cannot locate the WINDOWS INSTALLER SERVICE. I have lost the ability to utilize many of my previously installed programs nor can I reinstall due to the missing windows installer service. I have tried multiple times to find somewhere to reinstall the windows installer program but to no avail. It seems this service is available for all other windows programs except WINDOWS 7!

This did not work. I no longer have the disk to reinstall Windows 7 and cannot find any download of the Windows Installer Service. I have the Key but no disk.
