WindowsPhone App contains both certification and allowable languages but cannot create app package to publish, how to solve?

    I am creating a WindowsPhone 8.1 application specific to New Zealand and want to support "en-nz" and "mi-nz". "en-nz" is a certification language and "mi-nz" is an allowable language.

    When build for development device I can include both languages and they behave correctly, I can change the language order for the phone and the application correctly responds.

    I am using

    <Resource Language="x-generate" />

    in Package.appxmanifest.

    The problem I have is I cannot generate the package for publishing as it complains that all languages in the Language attribute must be languages supported by the store.

    I can replace the Language with "en-nz", and it will build. However, if the language "mi-nz" is not in the languages resource section then the application does not respond to language changing.

    How do you manage allowable languages in a WindowsPhone app in the store?
