Hello,
Thank you for posting here!
You should be able to see web apps in the Azure Start board (or) click on Browse in the left-hand side and search for the Web Apps that are created already.
Also, try to check in InPrivate mode or clear the cache or browser history and check, might help.If it doesn’t help, that might be sync issue. So, you can create a support ticket, our engineers might help you. How to create support ticket
To delete app service plan, you click on More Services -> App Service Plan -> Click on App service plan which you want to delete -> click delete
Make sure, you need to delete all web apps which would have been associated with the same app service plan. Than you can delete the plan.
Hope this helps.

The Situation is not changed, still they are not displayed at new portal.
・I've oparated the migration of the subscription of the App Service Plan / AppService at Azure portal
・The target AppServices are disappeared on new portal
・They are displayed on old portal. and seems to belong to the destination of the resource group.
・The "delete oparation" on old portal is failed.
the usage fee of them has still occurred, so I want delete the App Service Plan, but There's no way to do so.
