Which kind of device is sms Device?

Dear all:

I have a device below.I can use the application which is get from 3rd party to send and receive sms.

SmsDevice sd = SmsDevice.FromId(di.Id);

It give an exception +  [System.Runtime.InteropServices.COMException] {"Element not found. (Exception from HRESULT: 0x80070490)"} System.Runtime.InteropServices.COMException

Does sms device's provider must provide a tsp and ril driver follow some windos's protocol?

SMS functionality is only available to mobile operator apps and Metro style apps given privileged access by mobile network operators.
