Microsoft .NET Framework 3.5 contains many new features building incrementally upon .NET Framework 2.0 and 3.0, and includes .NET Framework 2.0 service pack 1 and .NET Framework 3.0 service pack 1.

Although you did not provide details why you cannot install .NET Framework 3.5, since I had a similar case and worked a lot on it I'ld like to share the solution with you

Please check http://www.kodyaz.com/sql-server-2016/microsoft-net-framework-35-service-pack-1-is-required.aspx where I had to edit the compability settings of the web installer package
