winxp pro iis5.1 website

 I am trying to publish my website from iis5.1 on winx pro machine

 

I have :

--opened a port and verified it is not being blocked by isp

--set website to that port in iis mmc 

--successfully accessed the site locally through that port

--verified the port is listening

--gone through the port forwarding steps in my dsl modem 

but I  still can't access the site though a  `` http://publicip:port/``  address

what else can I do to debug this problem ???

Modems don't typically have port forwarding.  Is there a router anywhere?

It is the Quest wireless gateway modem by  Actiontec for my DSL line .

 It does have port forwarding in the menu options and I walked through the setup for that item.
