I filed a bug for this, as I saw something similar. If you copy the project to the mac and build it with Xamarin Studio it should build and run fine on a 4" screen. I assume you are running with the trial and you are unable to change the Default-568h@2x.png file. If that is the case, then I am pretty sure you are hitting the same issue I am having.

Here is my bug report: https://bugzilla.xamarin.com/show_bug.cgi?id=21420

Have you changed the Splash image from the default, and have it at the correct size?

This is what I got back from support for this issue

The black bars on the top and bottom of the screen is a known issue not with our software per se (nor the Trial), but a layout issue on the iOS platform. Do you happen to have a splash screen or launch image icon set? Setting the default image for a 4 inch screen display seems to tell the device to fill the screen with the correct size. The default image should be 640 × 1136 pixels. You should be able to set this image in the Info.plist file under "iPhone Launch Image" under the Retina 4 inch panel.

However at least in the trial, I am unable to change the splash screen images. It's not a huge deal for the evaluation, but am a little disappointed that it's like that in a full business license as well. Hopefully they will resolve, however, if you change the image does it work?
