I'm sorry that I can't understand your requirement clearly. Could you show more details of your requirement?

1. How the video is expected to be recorded if not through a webcam?

2. Is SL used to show the video only?

3. Is the video needs to be live? What is stored in the database, raw video data or URL to the video?

Did you mean that you want to record online videos? Then store them as wmv format in silverlight. If so, you can try an online video recorder to record streaming video from internet then convert video to right format with the program. Hope it helps!
