Visual Studio Tools for Office 4.0 failed to install RRS feed

  • My machine crashed and Dell re-installed windows.  I am trying to get my apps back installed and got this message when trying to install Visual Studio Tools for Office 4.0 

    Here is the installation log:

    What do you mean 4.0? Are you installing Visual Studio 2010 Tools for Office Runtime?

    According to the error code(0x80070643), it seems that this issue caused by  .Net Framework installed on the computer. Could you please try to refer to below article to fix this issue?
