Sorry to hear you are experiencing such issues in VS2013.
I assume that you just installed VS2013 Express on a remote server, open a project to VS from the remote server then got this issue. Whether you opened VS product itself normally and did not spend 10-15 mins?
A project which is very big or complex can cause VS to load it for 10-15mins? Please create a new and simple project from VS, close VS, then open that new project from VS to check the result.
I suggest you to go to the Task Manager to see whether some processes are consuming much CPC or Memory when you loading project from VS. Sometimes some third-party software may affected VS.
If some other processes used much CPU, you can close them.
