    Is there a way to create template projects that show up on entry to Blend in 
    the 'Create New Project' dialog (where there are currently two options 
    'Standard Application (.exe)' and 'Control Library') ?
    
    It would be useful to be able to create a template project with certain 
    assembly references and other properties already configured.

    Couldn't you use Visual Studio to create the project using a template then
    just open the created project with Blend? I'd set it up as an external tool
    in VS.

    The key here is 'show up on entry to Blend in the 'Create New Project' dialog
    (where there are currently two options 'Standard Application (.exe)' and
    'Control Library') ?' This would be a template built by me (developer) for my
    designer team to use. It would allow me to setup the project with a bunch of
    assembly references and properties that they will need for a particular type
    of project.

    I understand but Visual Studio already has that template feature and uses the
    same project format as Blend. You can make the template in Visual Studio
    then "shell out" to Blend to edit the newly created project. It's one (small)
    extra step.

    No, user-defined templates are not implemented in the final release version
    of Expression Blend nor in the Expression Blend 2 May Preview. As Unni
    said, though, it is a feature being considered for a future release.
