windows 8.1 project run on windows 8?

Question

I want to create projects in windows 8.1 with VS 2012. my project requirement is "one JavaScript project with one Win-RT(c#)". I am confused here, can I build a app with windows 8.1 and run on windows 8 machines.. is this possible without changing anything.

why microsoft forcing to move to 8.1, i followed many example most of the time i am getting message "upgrade to windows 8.1"

You cannot run an app written for Windows 8.1 on Windows 8, but you can write a Windows 8 app on Windows 8.1.
