If I set ZoomMode="Enabled" for ScrollViewer on Xaml,it will scale both horizontal and vertical.
Is there any way to scale only horizontal?

How about setting VerticalScrollBarVisibility="Disabled". When you zoom it, it will focus on the top of content.
