Delegating Azure MFA Auth Provider Management

Question

I have been struggling trying to find a way to Delegate the management of an MFA Auth Provider?  We are currently running MFA on-premises with ADFS.  This is working great.  However, I would like to delegate the management of some Azure pieces.  Specifically the reporting in the Azure portal to some administrators.  I can't seem to get it.  Now I'm not talking about the on-premises MFA server.  I am talking about the MFA Auth Provider component in the Azure Portal.  The admin can login to the portal but can't see the Provider?  I have read some that points to the user having to be a Global Administrator.  Is this the case?

To my knowledge is only Global Admin at this time.
