32bit tools for developing metro apps - never?

ive read some threads regarding the developer tools on 32bit and all say they are only available in the 64bit ISO and/or MSDN subscribers and i was just wondering do MSDN subscribers have a 32bit developer tools download or are the tools only available in 64bit?
i can now download the public release of visual studio 11 but without the tools i cant make metro apps and it doesnt look like 32bit is going to be available so my only option is to install 64bit?
if microsoft only ever intend on releasing them in 64bit how will 32bit developers like me be able to create metro apps. i mean visual studio 11 and metro both work in 32/64bit so why not the developer tools aswell

The limitation of 64bit only for Metro style development tools is only for BUILD. 32 bit versions of Visual Studio will support Metro style development in future pre-releases.

ok im looking at the 64bit iso again and i guess all im missing now that i have visual studio 11 is the Windows SDK for Metro in 32bit, anywhere to download it?
