Windows mobile development Center not working with the latest updates from Microsoft on Feb 2019

Question

Our computers pushed the recent updates from Microsoft on Feb 26 2019 and Windows Mobile Device Center is no longer working. It works the first time you cradle the device but once you remove the device it will not work until you reboot the computer. We have already tried to change the Windows Mobile-2003 based device connectivity service to run under "Local System" account and tried both check/uncheck the box "Allow service to interact with Desktop".

I can't point what windows updates caused this problem and what updates we need to roll back if there is no fix for this.

It seems unlikely this is caused by KB4100347. That's the one installed on 25/02/2019 on my PC (and for me WMDC is still working).

Have a look in your update history and share the list here. Maybe that way we can determine exactly which update is responsible (if at all).
