The two Silverlight controls are under the Media block in the main Toolbox. Is this where you see them greyed out?
(Also if I expand the Ajax entry in the main Toolbox it has a link at the bottom for Silverlight 2.0 controls for Ajax. This takes me to a page about the Silverlight 3.0 Beta SDK ???).

Make sure you are working in a site and you currently have a page open.
The Silverlight control(s) are dependent on having a site open to insert the associated files into.
If you have:
1) A site open
2) A page open
