I have been tinkering some open source code at github. Then I found this page on github : https://github.com/sb/smallbasic-editor. I just wanted to know whether this link is the official open source version of Small Basic?

Yes, this is the current open source web based version of Small Basic, hosted here. I think it is still being developed.

Yes, this is the version being worked on to be released as Small Basic Online 1.0. The plan is to build it out from there, offering parity with Small Basic Desktop. Once we reach parity, we would release Small Basic 2 to both Online and Desktop, simultaneously, from this same source code.
LitDev's link is actually to our previous version. This is the SBO 1.0 prototype: http://aka.ms/SBOVnext
