Legal implications of redistributing Microsoft WSE 2.0 SP3 without using the MSI RRS feed

  • I know this is the "WCF" forum, but WSE is old and I didn't know where else to post (if this is the wrong section, please feel free to move it).

    The short of it is we have a software suite that requires WSE 2.0 SP3, which has it's own requirements that result in the installation of .Net Framework 3.5 (to satisfy WSE's need for .Net 2.0)--at this point in time, we cannot afford to "upgrade" to WCF, so we need WSE still. One of our latest development tasks was upgrading from CLR 2.0 to CLR 4.0 (.Net Framework 4.0 to be exact) and we would like to omit installing .Net Framework 3.5 but retain the WSE DLL until we can migrate to WCF, thus the question: Legally, can we redistribute the WSE 2.0 SP3 DLL without using the MSI provided by Microsoft?
