Visual Studio Test Agent Configuration Tool timing out when run on VM.

I'm having trouble setting up a test agent on a VM in azure with OS Windows Server 2012 R2.
I downloaded the "Agents for Microsoft Visual Studio 2013 Update 5" from this link: https://www.visualstudio.com/docs/test/lab-management/test-machines/install-configure-test-agents
I keep getting a timeout error (see image): "Could not complete operation as the timeout expired."
I am kind of lost as to where to go from here.

Thanks for your response.
I have tried serval machines and follow the steps you provided to configure the test agent and test controller. But I can't reproduce your issue.
Please try to uninstall your Test Controller and Test Agent then re-install it. After that, if you still have the same issue. Please help to collect the logs. I need the Test Agent and Test Controller logs for better troubleshoot.

Hi maple,
How did you configure the Test Controller and Test Agent? If possible, please share us the screenshots of this.
Please restart your VM and make sure your network is well then re-configure your Test Controller and Test Agent.
Also I did a research about for this kind of time out issue, I found a member have encountered the similar issue and solved by unisntalling and reinstalling the Test Agent.

I have tried restarting the VM, but that does not solve the issue.
I am attaching screenshots for the configuration tools.
In the "Register with Test Controller" section I have also tried using my machine name instead of localhost (e.g. MyMachine:6901), but that does not help either.
