As question101 said it occurs whenever there are multiple instances of Office is installed. you can overcome this by prefixing the class name of the function. In this case it would be datetime.Date

I was having a problem running the VBA Date and was getting same message. The VBA library mentioned was also checked and not missing. However, there was another library that I did not use that was checked, but marked as missing. I unchecked it and the problem went away. The missing library was from a valid third application that we use, but that had been uninstalled from that PC.
