Dashboard in Visual Basic

Question

Hi

I'm doing dashboard for my project using VB. It has to be like windows desktop where user can create/remove icons to it. However, the icon/button has to stay as what it is even when the .exe file of the program is close.
Any suggestions/help ? Starting from scratch.
