Create Custom Color Scheme in Windows XP

Where is the forum regarding the creation of custom color schemes in XP?

To make certain that there is no misunderstanding, let me clarify. I am looking for a way to add a new color scheme entry to the "Control Panel -> Display -> Appearance -> Color Scheme" drop down box. An application that we support uses this value and this value only to determine what *.css files will be used to format displayed information.
