  • ISV = Independent Software Vendor

(I am not from Microsoft so the following is only oppinion; see program details on the partners web site).

The partner program exists to help companies cause more Microsoft revenue.  Most partners are resellers and integrators, but there is a category for those who create software for other Microsoft customers.  The program does provide access to development tools, but in general is designed to help the small developer with everything else from learning how Microsoft products work and how to market and sell them.  The program also encourages some training and certification (and now requires some for program renewal).  Elegibility has more to do with what your company does as opposed to your job function.

Also consider that there is the MSDN program at Microsoft as well.  MSDN provides a greater focus on specifically helping you develop your software.  But not market and sell.

Also there is the Technet subscriptions which is more oriented towards IT professionals that support Microsoft products.

The programs are not exclusive.  The partner program provides benefits for multiple people, while MSDN is an individual thing.  I participate in both of these programs to get the most out of working with Microsoft.
