Can I used classified site for commercial purpose?

Hi all,

I have seen this classified site and i want to use this classified site as a forum purpose,to take a new domain name and webhosting.could i know that is it under the terms and condion of microsoft or not.i have seen that many person are using this site with own  domain name.don't refer me for terms and condition coz i already read it and not find related to it.

so before using this classified website i want to know terms and condition,so it will not affect in future.

please provide me information in details

I think there was also somthing, in the kit itself in the welcome.htm file.
