Hi Nitu,
You have to download and install Windows 8 Developer Preview with developer tools (64 bit) from here: http://msdn.microsoft.com/en-us/windows/apps/br229516/ You can start learning about development here: http://msdn.microsoft.com/en-us/library/windows/apps/br211363
If you have questions about javascript/HTML5 apps you can post them to this forum. If you have VB/C# questions you can post to that forurm and C++ questions will go to the C++ forum.
