I am getting the same issue - have a developer licence installed but no Store option on the menu bar in VA 2012 Express.

I'm afraid that didn't work, there is no option for Store in the customise menu. I just tried reinstalling the SDK but this also didn't work - any other ideas?
Solved the issues by reinstalling again using the Dreamspark download.

Are you using Visual Studio Express 2012 for Windows 8 on a Windows 8 machine? Are you able to create Windows Store apps?
By default the Store menu will be on the top menu bar. If not, you can look for it in the Tools.Customize... menu and add it back.
