Are non subscribers not allowed to provide feedback for Windows 8 ? I installed the developer preview but have not found any access to feedback tools...

No, It's not only for MSDN subscribers! I'm not one and I've got it.

As far as I can tell, that's the case. I assume by the time the beta comes out that that will change though. I find it dumb, because there's a lot of things I'd like to point out to MS, but it's their choice.
Maybe they want to limit the amount of feedback that comes in to a manageable level, since there's so many people downloading.. who knows.
