Q: In what languages is Expression Web 4 available?

A: Each of the Microsoft Expression products is available in the following languages: English, French, German, Spanish, Italian, Japanese, Chinese Simplified, Chinese Traditional, and Korean.

For any plans on other languages, you'd have to ask Microsoft.

At the moment, I'm not aware of any plans to support additional languages for Expression Web, other than those that are referenced in the link that Kathy pointed you to.  Obviously, this can change at any time, depending on user demand.
