    I suspect this is a reference to Telegram (software) - Wikipedia

    I suggest that you start by studying Telegram APIs

    which pretty quickly takes you to Getting started with TDLib (telegram.org)

    From there the menu entry "Sending a message" might catch your eye.

    Reading past the first paragraph, you might notice C# examples.

    Did you put any effort at all into solving your own problem?

    Here is an unofficial package "TLSharp" maybe you can refer to. According to its "Starter Guide",  you can install the Nuget package from "Project -> Manage Nuget Packages...". Then you can try to call method "client.SendMessageAsync()" to send a message to the specified user.

      //get available contacts
      var result = await client.GetContactsAsync();
      //find recipient in contacts
      var user = result.Users
    	  .Where(x => x.GetType() == typeof (TLUser))
    	  .Cast<TLUser>()
    	  .FirstOrDefault(x => x.Phone == "<recipient_phone>");

      //send message
      await client.SendMessageAsync(new TLInputPeerUser() {UserId = user.Id}, "OUR_MESSAGE");

    You can find a simple example of using "TLSharp" in the thread "How to use Telegram API in C# to send a message". In addition, there are other ways in this link for reference, such as creating a Telegram.
