Test windows 2016 VM stuck in Initializing state after HLK Client Install

Question

I installed the controller + studio (HKL version 1607) on a windows Server 2016 Standard and then installed the client on a windows  Server 2016 Standard test VM. The issue is that no matter what I try the studio shows the test system in initializing mode with unknown platform (retry re-installing the client couple of times).

The only errors in the logs (event viewer on controller) are:
 Latest Resource Configuration is null (for machine TESTSRV), cannot build machine properties

The thing is that the same test VM is marked as Ready in the HLK Manager Machine Pool TAB (same that it shows initializing in the HLK Studio Pools TAB.

I try to re-install both the controller and the test HLK but I could not make it working (the Studio shows the test VM in initializing state).

To the best of my knowledge the Client cannot be in a virtual machine.

I got similar issue even with physical machine also.
