Access web app (ugh!)

Question

I have a client who developed an Access web app on her own, starting from a template.  I have never touched one before, but there are a number of things that puzzle me about it.  They are trying to use it just as a desktop database, without publishing it to the web.  It appears to behave differently when copied to a different computer, and I don't understand why.  Can anyone help me understand what's going on here?

Also trying to figure out if there is any relatively cost-effective way to convert it to a normal desktop database.
