Getting 401 after IIS restart in windows server 2008/IIS 7.5 RRS feed

    We are using Windows Integrated authentication with SSL and all the authentications are disabled except Integrated authentication in IIS.  Once the IIS is restarted, Windows authentication dialog box popups in Internet Explorer 11 (added the website in Intranet zone too)  and it just stays in 'Connecting..' and when pressed 'cancel', the browser shows 401.1/401.2 error.

    If anonymous authentication is enabled along with Integrated authentication & visit the website then the 'authentication popup dialog' doesn't show up. And once the dialog didn't show up, changing the anonymous authentication back to disabled and everything works from then onward smoothly.  

    In the authentication providers, NTLM is on the top followed by Negotiate.
    Also we have configured the application pool identity to run as specific user identity.
