I'm writing universal apps for Windows 10 in mind.. Should I assume that there will be global dark/light theme options on desktop?

Such details will be available after the Windows 10 developer story is announced. Until then you can prepare yourself by writing Universal apps, but we cannot comment on unreleased functionality.
