You should use existing SMS gateways. There are many of them you can use for pretty normal prices. Just make some searching using Google.

You can send out SMS using a mobile phone or GSM device connected to your PC.  This can be done using an SMS Gateway Software.

Here's an example deployment that allows Email2SMS.

    M2U Mobile Mail Server

    http://www.mozat.com/en/moblie-email/moblie-email.htm

MOZAT offers a two way Email-SMS/MMS gateway - M2U Mobile Mail Server.
    It works with GSM/GPRS/CDMA modems.
You can specify the link between email and hand phone number.
Once it receives email, M2U will forward the content to your hand phone via SMS or MMS.

In case of email to MMS, the attachment such as pictures, word, excel would be extracted as
    a component in MMS.

There should be some trial version for you to test
