i would like to know if its possible to make a slider with this format
where the user would slide the finger in the circle and it would fill with color, between 0 and where his finger is.

Yes. You could use Expression Blend to create a custom user control with this functionality.

You can find radial slider at "XAML Toolkit" or you can create custom control.
