If you've visual studio installed check it includes BI templates included. If yes then you can develop SSIS packages using it.
Otherwise you need to get BI templates included
see
Another much better option is to do full installation of sqlserver developer edition which will include BIDS which is Visual Studio itself with BI templates.
Using BI templates you can create SSIS packages, SSRS reports etc

While installing SQL Server, BIDS feature should be checked and then you can find BIDS from START menu.

Hi Michael,
To create a package in Business Intelligence Development Studio:
- In Business Intelligence Development Studio, open the Integration Services project in which you want to create a package.
- In Solution Explorer, right-click the SSIS Packages folder, and then click New SSIS Package.
- Optionally, add control flow, data flow tasks, and event handlers to the package.
- On the File menu, click Save Selected Items to save the new package.

Hello Michael,
For which SQL Server Version do you want to develop for? If it's SQL Server 2012 or 2014 then you can use the new tools SSDT-BI = SQL Server Data Tools BI, see https://msdn.microsoft.com/en-us/data/tools.aspx , there is a link to a free download.
