we created a setup (Publish project). when we try to install on a system. its asking to download dotnet framework setup. we want to download the framework in full. internet connection wont be available at alltimes. is it possible to include framework installation as a part of our setup

Yes. What you need is something called the ".NET Framework Redistributable" - in your case the ".NET Framework 2.0 Redistributable Package" because Framework 2.0 is what Visual Basic 2005 builds against.
I'm afraid I can't remember whether the Visual Basic Express edition includes a copy of the redistributable. You could look in the readme file and/or the help documentation that comes with VB Express. Or just look in the program files folder for Visual Basic.
If you can't find the redistibutable anywhere else, you can download it and then include it in your own distribution
One approach is to make the Framework a prerequisite meaning your project would not install successfully if the Framework wasn't already installed and then provide the redistributable package as a way of satisfying the prerequisite.
