This is the first time I have needed to build a site that deals with multiple languages so I'm stumbling across several issues that I haven't had to deal with before.

The site that I"m building needs to work with:
    English
    German
    Japanese
    Chinese

And I see that the Culture Code for these are de-DE, ja-JP, zh-CH.  I'm not sure which Chinese that I'll actually be using at this point, but for the German and Japanese, I noticed that IE in my english version doesn't add the extra 2 character dialect code.  So instead of de-DE and ja-JP it's just de and ja.

What is the correct way to deal with this.  Should I just dupilcate the resource file so I have.
    default.resx
    default.de-DE.resx
    default.de.resx

or is there a better way of doing this?

If you use the "de" form then that will be used and any "de-DE" will not be accessed if the user simply chooses "German" in IE. The user of course could potentially enter their own value, "de-DE", which would still use the fallback "de" in your case.

So it's better to just use the "de" as a catchall for the German language?
