    can you give us more details about the software / version you are using and what kind of file your are editing?

    In general, there are 2 points to know:

    a) The Document Outline Window is updated by a background process. So there will be a delay till content is shown.

    b) The Document Outline Windows does not show anything on pure code editors. You need to open a "designer" to get content. For HTML Files in Visual Studio 2015, the default editor is not showing any content. But the Html (Web Forms) Editor will fill that window. (But if another editor is usable or not is something that you have to check!)

    When opening a file in Visual Studio through File -> Open -> File ... the "Open" Button of the File Dialog has a small arrow which could be used to select "Open With". In a solution you can rightclick a file and choose Open With.
