You can use Visual Studio 2013 to target the following OS only:
Windows Embedded Compact 2013 (starting with Update 5)
The tools are available for download here:
- Application Builder for Windows Embedded Compact 2013 (http://www.microsoft.com/en-us/download/details.aspx?id=38819)
- Windows Embedded Compact 2013 Toolkit (http://www.microsoft.com/en-us/download/details.aspx?id=42287)For older Windows CE versions (and Windows Mobile), you still need Visual Studio 2008/2005

My adding (Michael said all the main things to know) ...
Remember that you need to create an SDK for your target device and install it on you development machine.
Only with SDK installed you have template for smart devices application in VS2013.
