No, a Universal Windows Platform (UWP) app will only run on Windows 10 devices.

For information about what is new for developers on Windows 10, please refer to the following link:

What’s new for developers in Windows 10: https://dev.windows.com/en-us/getstarted/whats-new-windows-10/?Wt.mc_ic=dx_MVP5001077

There are some new stuff compared to Windows 8.1 like for example adaptive layouts, compiled data bindings and some updated XAML features. Please refer to the link above for more details.

Note that a Windows 8.1 Store App will continue to run just fine on a Windows 10 PC though and a Windows 8.1 Phone App will also run just fine on a Windows 10 phone. But a UWP only runs on Windows 10.

    Hope that helps.
