    is a special licensing for Zawgyi-one  (Birmese) necessary?
    Where can I get a doubtless answer?

    as far as I found out, the font is not implemented in Standard Windows. There is another Burmese font.

    So I think, you must download the font. There are many Webpages where you can download the font for free.

    If the webpage doesn't show if the font is open source or how it can be used, then you should ask the owner of the Webpage if you must buy a License to use his font.

    You can for example google for "zawgyi font unicode free".

    I don't see support for "Zawgyi-One" so you would likely need to add it and research attribution.  Wikipedia also states that this is not a unicode font so you may have some issues if you are expecting Unicode behavior.
