Bit Rate Throttling Tutorial - not throttling

Im following the bit rate throttlling tutorial available here (http://www.iis.net/learn/media/bit-rate-throttling/bit-rate-throttling-configuration-walkthrough) and so far I have installed iis using the defualt site, setup bit rate throttling and downloaded the recommended test wmv. My problem is that when i test if throttling is working using a remote machine the network traffic seems to be downloading the whole wmv as fast as possible. My first thought was to disable caching and reduce the fast start to 3 secs but this hasnt helped.

Does anybody have any ideas as to why this is happening?

Could you please share a screenshot of the Task Manager -> “Networking” tab after playing the URL for a minute?

Also, did you verify if the bit rate throttling is enabled for “Default Web Site”? Select “Default Web Site” from “Connections”, double click on “Bit Rate Throttling”, click on “Enable” link from the right side “Actions” pan.
