Likely yes if this is about showing a web site using the Android browser. Likely not if this is about "Native" Android development. It's likely best to just ask and someone will point to the approprirate forum if not relevant to this one.

No. This forum is for asking questions about using ASP.NET for developing applications that target mobile and handheld devices with ASP.NET - cell phones, blackberry, PDA, etc., not for questions about native app development intended for mobile devices.
