Is there a way for FileOpenPicker to access "Recent Places" as File Explorer does?

No. Apps cannot control where the user can browse.

Thanks Rob. Per your response, my guess is that whether to show "Recent Places" is up to the OS. Is there a circumstance where the OS will show it when the user selects a file, or it is never available for Windows Store apps?

It doesn't show up now. This is an implementation detail which can change at any time.
