Startup and shutdown screen?

Hello,

There is a nice Windows startup screen (logo, spinning circles, etc). Startup takes about 60 seconds.

When selecting the IoTCoreDefaulApp shutdown command, I see a blank screen for about 30 seconds before the RPi goes into low power mode (act light blinks 7 times, then pauses, then repeats).

I would like to have a shutdown screen appear when the system is shutting down. It should stay up until Windows 10 IoT has shut down enough to be in a safe state for power to be removed. Is this possible?
