Why there is no Set Item permission Action in 2013 workflow?

I have a situation where I need to set permission for an Item(created on form library using infopath 2013), send email by picking item from another list(list2) which also provides email content having place holders replacement.
Challenge is : I am using 2010 workflow for item level permission management (2013 does not provide) and using 2013 workflow for replacing placeholders of email content.Now both the workflows are set to start on item added and changed. Even after carefully handcrafting the variables to check and execute,this sometimes do not work.

According to your description, you want to set item permission in 2013 workflow.
If you want to use "Replace list item permissions" action when you use SharePoint 2013 workflow platform, you need to use the workflow interop bridge to achieve that.

Hi,
you can use pause for one of them to work after the other but u may need to revalidate if u need to have both running on item changed
